This report sets out Botswana’s progress in strengthening anti-money laundering and counter terrorist financing measures since its 2017 assessment. Since its 2017 mutual evaluation and April 2021 FUR, Botswana has made progress in addressing deficiencies. Overall, Botswana has made progress in addressing deficiencies in technical compliance identified in its MER to justify re-rating of R. 8 (initially rated NC) to partially compliant as well as, R.19 (initially rated PC), R.25 (initially rated PC) and R.26 (initially rated PC) to Largely Compliant. Botswana is now compliant on 7 of the 40 Recommendations, largely compliant on 25 of them and non-applicable on 1 Recommendation. It remains non-compliant on 2 Recommendations and partially compliant on 5 Recommendations. Botswana will remain in enhanced follow-up and will continue to inform the ESAAMLG of the progress made in improving the implementation of its AML/CFT measures.

Due to moderate shortcomings in Recommendations 19, 25, 26 28 and 35 a partially complaint (PC) rating was warranted. Botswana will remain in enhanced follow-up and will continue to inform the ESAAMLG of the progress made in improving and implementing its AML/CFT measures.

This Follow up Report (FUR) sets out Botswana’s progress in strengthening anti-money laundering and counter terrorist financing measures. Botswana has been in an enhanced follow-up process following the adoption of its Mutual Evaluation Report in 2017. In line with the ESAAMLG’s Second Round Procedures for Mutual Evaluations and Follow up Process, the country has reported back to the ESAAMLG on the action it has taken since its 2017 MER and third September 2019 FUR. Since its 2017 mutual evaluation and its September 2019 FUR, Botswana has made progress in addressing deficiencies against Recommendations 6, 7, and 10 which were previously rated NC. Botswana is now compliant on 6 of the 40 Recommendations, largely compliant on 17 of them and non-applicable on 1 Recommendation. It remains non-compliant on 4 Recommendations and partially compliant on 12 Recommendations. Botswana will remain in enhanced follow-up and will continue to inform the ESAAMLG of the progress made in improving the implementation of its AML/CFT measures.
