This report assesses the progress made in implementing the FATF Recommendation 7 for the existing legal frameworks that have been amended since the adoption of the April 2022 FUR. In general, countries are expected to have corrected most or all of their technical compliance shortcomings by the end of the third year of follow-up at the latest. This report does not cover progress made by Zimbabwe to improve its effectiveness.

This report sets out Zimbabwe's progress in strengthening anti-money laundering and counter terrorist financing measures since their 2016 assessment. Since its 2016 mutual evaluation, Zimbabwe has made progress in addressing deficiencies.
The ESAAMLG has determined that Zimbabwe has not made sufficient progress in addressing deficiencies identified in Recommendations 2 and 7 to warrant an upgrade. On the other hand, sufficient progress has been demonstrated in Recommendations 26, 28 and 34, warranting upgrades from Partially Compliant to Largely Compliant in respect of R.26, R 28 and 34.
Zimbabwe will remain in enhanced follow-up and will continue to inform the ESAAMLG of the progress made in improving the implementation of its AML/CFT measures two months before each Task Force meeting.

This report sets out Zimbabwe's progress in strengthening anti-money laundering and counter terrorist financing measures since their 2016 assessment. Since its 2016 mutual evaluation, Zimbabwe has made progress in addressing deficiencies. The ESAAMLG considered information provided in support of the request for re-rating of Recommendations 1 and 24 (initially rated PC and NC respectively) and re-rated them to LC. On Recommendations that are being re rated due to the changes made to the FATF Standards, R.2 (originally rated LC) has been downgraded to PC. The new criterion that was added has made the deficiencies to be moderate. R.5 (originally rated C) has been downgraded to LC, R.15 (re rated to C in the previous FUR) has been downgraded to PC and R.21 (originally rated C) remains C. Ethiopia will remain in enhanced follow-up and will continue to inform the ESAAMLG of the progress made in improving and implementing its AML/CFT measures.

ESAAMLG Council of Ministers adopts the Mutual Evaluation Report for the Republic of Zimbabwe.
The ESAAMLG Council of Ministers approved and adopted the mutual evaluation report for the Republic of Zimbabwe in August 2007. The mutual evaluation was conducted by the ESAAMLG. Before its approval by the Council of Ministers, the report was considered and adopted by the ESAAMLG Task Force of Senior Officials in August 2007.
